Put the cup on display so the entire company can see it.
Put out a company survey asking for opinions on how to solve the cup dilemma.
Put a committee together to analyze the data and make recommendations to an executive committee.
The executive committee determines the analysis is incomplete.
The executive committee decides the question is too complex and hires consultants.
The consultants charge seven million dollars to make the same recommendations as the survey and the original committee and present to the executive committee.
The executive committee makes the opposite decision and presents it as the consultant's findings.
By now all, the water has evaporated and the glass is, without question, empty.
The decision was "half full" and nobody can figure out where the analysis went wrong.
The IT VP is fired.
